Transportation is seeking a Director of Safety to lead our
Baltimore region in the oversight and management of our safety
programs, policies, and procedures in compliance with our
regulating authorities, corporate policies, and collective
agreements (if applicable).This individual will introduce and
manage various systems and activities to maintain successful
regulatory compliance, adherence to policies and procedures,
conduct audits and inspections, build/manage safety improvement
plans, and monitor metrics reflecting performance. This individual
is responsible for continuous safety performance improvement
through risk identification, risk mitigation, and process
excellence.Job Responsibilities:Compliance Programs & Policy
Management
- Resides as the expert in Occupational Health and Safety (OSHA),
Department of Transportation (DOT), Federal Motor Carrier Safety
Administration (FMCSA), Environmental Protection Agency (EPA),
Americans with Disabilities Act (ADA), California Highway Patrol
(CHP) rules and regulations.
- Oversees the successful completion of all internal and external
audits and inspections, including those conducted by the company,
client staff, and by provincial and federal regulatory
agencies.
- Provide analysis of internal safety audits and accident
statistical data; track compliance of corrective
actions/resolutions.
- Ensure that all accidents/incidents are investigated in a
timely and accurate fashion and are documented properly.
- Prepare and/or provide direction to the local team on producing
effective risk assessments, system safety assessments, and root
cause analyses.
- Ensure security awareness and training is conducted in the
region for proper identification, assessment, and elimination of
risks or threats of a security incident; ensure that all security
incidents are properly reported and investigated.
- Monitor location activity to ensure record keeping and
reporting requirements are met.
- Ensure all safety and training manuals, programs, policies and
procedures are current and adhered to.
- Provide supervision and leadership for discipline related to
safety issues, including suspensions and terminations, according to
company policy and in compliance with collective agreement.
- Represent the company in grievance procedures with
safety-related issues.
- Address human resource issues promptly, accordingly and
following the principles of progressive discipline where
appropriate, emphasizing corrective actions to improve individual
performance.Safety Leadership, Training Programs & Safety
Initiatives
- Oversee corporate & local safety incentives and ensure programs
are managed effectively and consistently.
- Leverage telematics data and insights to analyze causes of
accidents or near misses, identify risk trends, and develop plans
to mitigate the risk.
- Oversee the system safety program for the region and ensure
compliance with Federal Motor Carrier Safety Administration
requirements.
- Establish a management cadence of safety performance reviews
with the staff; provide recommended strategies and solutions for
improvements; help with the implementation of
strategies/solutions.
- Coordinate with the Executive and Management team, as well as
Operations and Maintenance leadership in crafting and executing on
short and long-term strategies that build a culture of safety
within the Company.
- Organize and foster a positive safety culture throughout the
locations that incorporates operations, safety and maintenance
departments and emphasizes the team approach and individual
responsibility of all employees to achieve common goals.
- Mentor management personnel to ensure competency in safety
management practices, procedures, and protocols; provide training
and professional development for local leadership teams.
- Assist with directing the recruitment, training, discipline,
and promotion of Safety personnel within the region.
- Maintain awareness of internal and industry-wide safety trends,
developments, and best practices.
- Work in coordination with our Risk Management team on risk
reporting and requirements for Workers Compensation, General
Liability, and Vehicle Auto-Liability in support of loss
control.
- Provide support to the VP of Safety or respective VP of
Operations on matters as directed.QualificationsTalent
Requirements:Education:
- Bachelor's Degree or equivalent knowledge in occupational
health, safety, training and transportation.
- Certifications according to local contract
requirements.Experience:
- Paratransit experience preferred.
- Five (5) years management experience in safety and/or training
role.
- Five (5) years experience in the Workplace Safety (OSHA)
required.
- Five (5) years experience in the Transportation Compliance
(DOT) required.
- Experience with defensive driving programs required.
- Transit Safety and Security Program (TSSP) Certification
preferred.
- Experience working with a unionized workforce
preferred.Knowledge, Skills, and Abilities:

- Intermediate level use of Microsoft Office Suite (Word,
Outlook, Excel, PowerPoint) and other windows-based computer
operating systems.
- Strong written and verbal communication skills, with the
ability to read, write, and speak English.
- Capacity to understand and apply purposeful operations and
safety performance metrics.
- Ability to hold the respect and confidence of all
employees.
- Ability to work independently and objectively.
- Knowledge of project specific vehicles, components and
data/communications systems.
- Knowledge of State and Federal regulations, including but not
limited to Occupational Health and Safety (OSHA), Department of
Transportation (DOT), Federal Motor Carrier Safety Administration
(FMCSA), Environmental Protection Agency (EPA), Americans with
Disabilities Act (ADA), California Highway Patrol (CHP) rules and
regulations.
- Knowledge of best in class safety and training programs.
- Demonstrated ability to manage with a "Safety First"
