collectively.A Great OpportunityICMA's Global Programs Teams is
seeking a highly energized Senior Program Manager to support the
planning and execution of event programming and management. Under
the direction of a Program Director, the Senior Program Manager
position is responsible for providing management and subject matter
expertise for a portfolio of programs and projects management, and
oversight of multiple projects focused on local government
leadership, management, and service delivery. The Senior Program
Manager plays a leadership role in new business and proposal
development and represents ICMA on projects and at
conferences/events. The position resides within the Global Program
Management team, which manages grant and contract funded programs
supported by federal agencies, foundations, and other donors and
sponsors. This position will initially work on EPA funded
brownfields projects including the National Brownfields
Conference.The Senior Program Manager salary is based on experience
level and ranges between $84,602 and $105,752.The Senior Program
Manager reports to the Program Director.This position is dependent
on grant funding. Continued employment for the selected candidate
is contingent upon ongoing funding.What You'll Do
- Manage technical, financial, and compliance requirements for
one or more funded projects.
- Help manage and supervise staff and subcontractors.
- Oversee financial management and reporting on projects to
ensure funds are utilized as intended. Responsible for budget
creation, financial analysis, tracking of obligated funding and
reviewing expenditures and invoices on a monthly basis.
- Oversee preparation/review of monthly, quarterly, semi-annual,
and annual reports for the Global Program Management Team and
client.
- Manage relationships with internal team, project partners,
subcontractors/grantees and consultants as well as clients and
funders.
- Communicate program performance results to ICMA team and senior
leadership.
- Lead or support proposals to new or existing funders including
technical writing, technical reviews, recruitment, and budget
development.What You Need to Be Successful in This Role
- Bachelor's degree
- Eight (8)+ years of related experience including experience
managing programs funded by federal agencies, foundations, and
other donorsKnowledge, Skills, and Abilities (KSAs)
- Substantial project management experience, preferably on
federally funded programs, or programs funded by governments,
foundations, private sector and/or multilateral organizations in
the governance sector
- Demonstrated interpersonal communication and collaboration
skills working with diverse audiences to convey ideas, collaborate,
and sustain productive working relationships
- Expertise in related technical area
- Exceptional skills in written and oral communication
- Proficiency in use of Microsoft Office Suite, including Excel,
and Power Point
- Fluency in a second language desired (If applicable, for
oversight of international programs)
- Project and program management skills
- Prior training in and experience with US Government Federal
Rules and Regulations
- Demonstrated experience in procurement processes, contract
compliance, and budgeting
- Strong oral and written communication skills
- Excellent interpersonal skills and ability to work in diverse
work environments while demonstrating cultural sensitivity and
respect
- Ability to make timely and sound decisions based on accurate
judgment
- Demonstrated presentation skills
- Knowledge of and proficiency with Microsoft Office Suite,
intranet, and virtual communication platformsPhysical

is based out of ICMA's headquarters, located in Washington, D.C. At
this time, all ICMA staff are working remotely. The selected
individual must be able to work the core business hours from 8:30
am to 5:00 pm EST. Our office will remain operational and
accessible for staff to use on a voluntary basis.A high-speed
Internet connection is required. Personnel will provide the
Internet service at their own expense. The internet connection must
be of sufficient bandwidth to allow the team member to efficiently
