works to increase economic security and mobility of older adults
with low income by designing and implementing person-centered
programs, innovative solutions, and equitable partnerships. These
approaches support unemployed and low-wage workers, and aspiring
entrepreneurs along their employment journey, placing them on the
pathway to high-quality jobs or helping them create thriving
businesses.The Program Manager, Economic Mobility, manages the BACK
TO WORK 50+ program which assists unemployed or underemployed
workers over 50 living with low income in developing effective job
search skills and confidence to obtain employment. The Program
Manager oversees the implementation of both a direct-to-consumer
national online program and partner network. The position assists
in strategic planning and develops long-term goals to ensure
continued effectiveness, successful growth, and return on
investment. The Program Manager will also help design and implement
new and enhanced program components and resources to scale, while
supporting program evaluation to identify improvements and measure
outcomes.Responsibilities
- Develops, executes, and implements new engagement programs that
align with the organization's goals and objectives. Sets
strategies, identifies opportunities, and develops and implements
projects and programs to support and market to the target
audience.
- Serves as a liaison between individuals (members/non-members),
community groups, and special interest groups, etc. Manages or
supports the management of volunteers and/or other resources to
reach program goals. Develops and manages program budgets. Monitors
performance and recommends program changes. Ensures program
extensions align with business objectives.
- Plans, organizes, and implements assigned projects. Determines
resources needed, tracks budgets, determines scope and execution,
tracks progress towards milestones, establishes timelines, and
evaluates progress.
- Ensures adherence to internal and external quality standards.
Organizes project teams and leads internal and external team
members and stakeholders to deliver on project goals. Establishes
project communication plans and ensures internal/external
stakeholders are informed regarding project processes and
impact.
- Manages provider relationships and activities to ensure the
ongoing health of the product/program to include growth,
development, and evolution. Works with the
provider/partner/facility to develop and manage best-in-class
service in the delivery of products and services. Monitors each
assigned provider and makes recommendations to management regarding
any provider issues.
- Develops long-term goals and strategic plans to ensure
continued effectiveness, successful growth, and profitability.
Studies, analyzes, and monitors the organization's position within
the industry. Coordinates and integrates division plans with the
organization's business goals and objectives.
- Reviews achievement of performance versus strategic plans.
Communicates performance results with senior management. Advises
and recommends strategies based on reviews.
- Administers the dissemination of corporate/program information
or messaging internally and externally. Drafts corporate messages.
Reviews and edits messages to ensure that they are clear, thorough,
on-brand, and seek to uphold the organization's
goals.Qualifications
- Bachelor's degree and 5+ years experience in employment and/or
education, workforce development, social enterprise
entrepreneurship, human resources, and economic development.
- Demonstrated ability to support a complex array of projects,
operational and strategic goals, and relationships with internal
stakeholders and external partners and vendors.
- Experience in strategic planning and monitoring performance
toward strategic plan goals.
- Evidence of enhancing for scale or building new programs,
initiatives, and solutions.
- Ability to thrive in a fast-paced environment and meet tight
deadlines, working on multiple concurrent programs requiring
gathering data, design, and project planning/management.
- Highly developed problem-solving skills, team player, with an
entrepreneurial mindset.Preferred
- Familiarity with collecting, analyzing, and tracking
performance data and reporting on results, particularly related to
economic and workforce development.
- Ability to exercise sound business judgment, a familiarity with
a wide variety of business models both in the for-profit and
non-profit sectors, and the ability to see the potential
application of these models in the context of social

EnvironmentAARP observes Mondays and Fridays as remote workdays,
except for essential functions. Remote work can only be done within
