CAPITOL POWER PLANT


REFRIGERATION PLANT REVITALIZATION PROJECT




Our client has a need for a Senior Construction Manager (CM) on the US Capitol Power Plant's Refrigeration Plant Revitalization project in Washington, DC. The position is responsible for on-site team management and ensures on-schedule completion within or below budget in accordance with contractual obligations. The Senior CM is responsible for scope management and commercial performance of the project to meet project goals and objectives. Plans and defines program goals and devises methods to accomplish them; develops in-depth knowledge of client objectives, contract terms, and corporate policies. Must be familiar with the integration of engineering and technical aspects, as well as procurement and construction activities.



Project: The US Capitol Power Plant was originally placed in operation in 1909 to supply steam for heating and electricity to the United States Capitol. It currently provides steam and chilled water to 23 capitol facilities. The existing refrigeration plant contains numerous chillers up to 6,000 tons in size and has a firm (N+1) capacity of 40,200 tons. Increasing building loads and escalating demands is driving the need for revitalization of the refrigeration plant. The nine phase revitalization project will add capacity through expansion of the plant with new high-efficiency equipment and repairs to associated systems and structures. The estimated cost of design and construction is $200 million and completion is targeted for 2020.



Responsibilities: Acts as the Company representative with the client and selected subcontractors during the program execution. Negotiates changes to the scope of work with the client and key subcontractors. Markets and secures additional work with client. Responsible for following up on instructions and commitments associated with the project. May participate in negotiations with regulatory agencies and in public meetings in support of clients. Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required. Establishes the program requirements for all areas of the project, and monitors the draft and final deliverables for adherence to these criteria. Responsible for the development and distribution of a one to two-page description of the project to all members of the project team for reference.



Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project. Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates. Field responsibilities may include labor relations, local procurement and payroll operations, etc., if required.



? Minimum of 15 years experience as a project and/or construction manager related to construction or construction management of refrigeration plants of similar or greater size.


o MUST have extensive experience with CHILLERS


o Experience with large chillers (2400-5400 ton) preferred


o (Or) EXTENSIVE experience with small chillers


? Must have successfully completed a minimum of two such projects.


? Demonstrated experience in mechanical, electrical, structural, and environmental disciplines, and digital controls.
